CBI August Edition of "CBInsights"

CBI compiles a monthly electronic newsletter that is sent to the CBI e-mail lists and posted on our web site. Four times per year, CBI prints a hard copy and mails it to stations across the nation. You can also download CBInsights in pdf format.

This month's electronic edition touches on some of the issues that we cover in the print edition. The print edition offers more details and updated information. As always, if you would like to contribute to CBInsights, please contact CBI! We welcome your input and comments.

Convention

Join the crowd in Nashville on November 3-7.

Plans are being finalized for the best convention yet! Over 60 sessions are scheduled covering every aspect of radio, television, website design, engineering, rules and regulations and much, much more.

Bring your best work and share with your fellow students in radio, television, and sales/promotion show and tell sessions scheduled for Friday.

Make plans to hear Kurt Hansen, publisher of Radio and Internet Newsletter talk about the future of radio and the Internet.

Don't miss hearing Bud Nelson, the National Press Photographers Association's Photographer of the Year. Bud works at News Channel 5 which was also named the NPPA's Station of the Year.

If sports is your field, you're covered with many presentations including Mike Keith, the voice of the NFL's Tennessee Titans.

We'll also learn from sessions on live reporting, leading others, promotions, new technologies, ethical newsroom coverage, and many more.

Elections

CBI is accepting nominations, including self-nominations for CBI board candidates. There are four open positions.

Timetable for elections:

  • September 20, 2004 - nominations must be postmarked by this date to be eligible
  • October 4, 2004 - ballots will be mailed to all member stations
  • October 21, 2004 - ballots must be postmarked by this date in order to be counted in the election
  • November 4-7, 2004 - results of the election will be announced at the annual meeting of CBI at the College Media Conference in Nashville.

Webcasting Rates & Recordkeeping

As of this writing, CBI is still involved in negotiations with parties concerning webcasting rates and recordkeeping for 2005-6. It is likely that the terms will remain substantially unchanged. The best means of staying current is by subscribing to the free CBI e-mail list or visiting the web site at http://www.collegebroadcasters.org . Instructions for joining the e-mail list are available on the web site.

License Renewal
LICENSE RENEWAL REMINDERS! All FCC licensed radio stations need to file for license renewal every eight years. Either you have already filed for renewal or you will need to file in the near future. Radio and TV License renewal information is available on the CBI Web site at . On this page, you will also find links to useful information concerning each stage of the process. Stations needing assistance may contact CBI Chair, Will Robedee at 713-348-2935 or Chair@collegebroadcasters.org.
Awards

The judges are submitting the results! We will compile them as soon as possible. If we have a complete set of results prior to printing the early fall edition of CBInsights, will include a lists of finalists! Don't forget, the awards program will be at the Nashville convention, November 3-7, 2004.

NOI
The FCC has issued a Notice of Inquiry concerning "Broadcast Localism". The inquiry can be found at http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-04-129A1.doc.

The NOI identifies specific issues, such as communication with communities, the nature and amount of community-responsive programming, payola and license renewals. The commission asks, among others, the following: "Given the fundamental importance of the issues and programs lists and other contents of the public file in terms of documenting how broadcast stations serve their communities, should the Commission conduct audits of these files?"

"Is the interval between renewals too long to permit an effective and timely review of stations' performance? If license terms of eight years are retained, should some form of mid-term review - as we now conduct for EEO compliance - be used?"

CBI is forming a task force to look at these and other questions in order to file a response with the FCC. If you would like to offer input to the task force, please contact CBI.

NPRM

The FCC has issued a Notice of Proposed Rulemaking (NPRM) which, if adopted would require all broadcast stations to record and retain copies of ALL programming for 16 - 24 hours of the broadcast day for a period of 60 to 90 days.

CBI is conducting an electronic survey of college stations concerning the impact this might have on operations. The results of the survey will be used in CBI's comments to the FCC. Please take a minute and fill out the survey which can be found at http://www.collegebroadcasters.org/survey.shtml.

Renewal

CBI membership renewal letters will be in the mail in the coming days. We value each member and do our best to serve the electronic student media community. Your membership helps to provide the important resources needed to allow CBI to continue to serve you. Our totally volunteer non-profit organization needs your support. If you find CBI to be of value to you and your organization, please take a few minutes to renew your membership when the forms arrive.
